Resolved Question: If you accidentally lose muscle during fast dieting can you gain it back?

.. or is it gone forever.

I wanted to lose weight fast and made the dumb decision to drastically cut calories and do aerobics (not strength training b/c I didn’t want to lose muscles.. just the fat) every day for 24 days to lose weight. I lost 10 pounds in the first week (from the very low calories and first 3 days of liquid fasting), I decided to maintain it for 2 weeks, eating more and more food to build up my metabolism and then I just recently lost another 2 pounds on day 23 of this (total loss of 12 pounds). I am glad that I lost my belly fat but one thing that bothers me is my chest is smaller and my shoulders look smaller (esp from the side). I know I lost muscle in my upper body b/c I was never fat in my upper body… always muscular and able to do chin-ups and pull ups before my 30 pound weight gain.

My question: can I gain back my upper-body muscle by following a body building program? Or is the muscle lost forever? Anyone who can answer this will be a lifesaver since no one on google seemed to ask it (not in this way).
